Case after settling with Bank

Question :: I would like to know if Barclays bank can blackmail a credit card holder to make more payments after settling his outstanding through a final settlement letter at a negotiated figure.As i am not in UAE Barclays bank is using the case against me even after i settled at their offered amount thru their letter.They refuse to withdraw the case even though the letter mentions that any case would be withdrawn in 7 days.
